Shaman Spell Batching Exploit

Currently Shaman are able to exploit the current classic spell batching to cause both a cast spell ie: Lightningbolt and an instant shock to crit with their 100% critical strike on next spell talent Elemental Mastery. The item shadow oil has a 10 second internal cd and frost oil doesnt. The most confusing thing about the Shadow Oil thing is that Frost Oil has no internal cooldown, and Blizzard hasn’t officially put it on the “not a bug” list.

Threads have been made about it and for months we have no answers.

Shadow oil internal cooldown while frost oil has none - classic wow

Shadow oil has a 10 second internal cooldown while frost oil has none. This doesnt seem right. Shadow oil doesnt indicate any internal cooldown on the item itself like frost oil Items like Invulnerable mail do indicate this. Thick obsidian breastplate doesnt have any internal cooldown indicated and it doesnt have limits to how often it should proc. Therefore why should shadow oil? Can we get a blue response on this thanks? Its been 4 months in bug tracker and there is no response.

It both has a 10s internal cooldown AND misses based on spell hit’s 16% miss on bosses. The miss chance isnt lowering procs, the ICD is, but it does lower how many connect. The internal cooldown is the issue. The proc rate when off cooldown is fine.
