Its fixed for me. All is up and running properly. Commanders are restored to their normal levels.

Yup, you can add me to this list as of today Jan 23rd. My characters reset to 5. Has anyone heard from Blizzard?
Same here, this is the second time this has happened now.
Had this issue at beginning of month, was fixed and now its happened again, back to level 5 
Kerrigan, Artanis and Raynor all back to level 5 for me as of this post. Played a game with Raynor and it didn’t give any XP or resolve it. Submitted a ticket but wanted to bump this to show that it’s still happening. Blizzard 2024 things, I guess. ¯_(ツ)_/¯
I am also experiencing this issue, lost all experience on the 3 free commanders. Also seem to have lost my purchase history on the other commanders as they are now all saying I need to purchase them again.

3rd time I’ve had this problem. logging out of starcraft 2 in-game, logging out of battlenet client, deleting Appdata cache folder. none of these work

Having the same issue, started leveling Raynor and got him to lvl 8, and when i logged in the following day he’s capped at 5. How can I fix this?
Im having the same issue, im stuck at level 5
I just ran into this issue, I had artanis and raynor maxed (max prestige and level 15, not max mastery), and was grinding kerrigan, but everything just got capped at level 5. My Stettman and Han/Horner (Yes I bought them) are maxed and unaffected
This happen to me as well.After the weekly maintenance. My Artanis reset to Lv5(From Lv15).Its a first time for me.But seems like a lot of ppl having the same issue after I read all the comments in forums.Please fix it.TY so much.

The same problem resumed and please fix it agiain.
I haven´t logged in for awhile. Now free commanders are locked at 5. This thing is still an issue, i have tried all you suggested. Fix it please

Just noticed that my commanders are also reset.
