Shape attack speeds issue - Not working as intended

This is another post in my line of posts relating to changes made to D2r (See below for the full list of my other topics’s). This post relates to the ATTACK SPEED of Druids in WEREWOLF and BEAR Form.

From the PTR Notes:

“Changed how attack speed is determined while transformed as a Werewolf. Attack speeds while transformed should match attack speeds while untransformed (enhanced by the Werewolf’s increased attack speed).”

and

“Changed how attack speed is determined while transformed as a Werebear. Attack speeds while transformed should match attack speeds while untransformed.”

The Werewolf & Bear’s increased attack speed does not appear to be applying in the PTR resulting in the changes made now being a NERF and not a BUFF to these underused Builds (i.e. Shapers). The only way I could see this as being intended is if it is the intention of Blizzard to grant the ability for shapers to teleport in shape form using the skill teleport from items. As that is a wild fantasy, I can only assume that this nerf was not intended.

Can you please review this issue noting that both in PvM and PvP shapers are already in a tough spot and with this reduction in attack frames, you are consigning shapers further down into oblivion.

Broadly, the blue topic is outlining that as a consequence of this change more weapons are viable. my response would be, yes, more weapons are viable, but the build is now no longer as viable. As to my mind the intention was to buff shapers, please reconsider what you have done here. The “buggy” mechanic’s (and we all accept that attack speed in shape form and the skill whirlwind have buggy and complex mechanic’s) are what made the build viable. the initial “problem” for shaper attack speed (i.e. too much ias) at launch was, in fact, not really a “balance” problem. i.e. both pvm and pvm welcomed this “increased attack speed” and it was not overpowered noting in shape form you still kill relatively slower then the other classes.

My seventh topic reviewed the new runewords and provided feedback relating to them. Basically, they are an addition to the game, slightly underpowered but they filled a gap. More needed, slightly better mods required. i.e. with some minor tweaks some of these runewords will be great while still not being overpowered. The New Runewords - Observations
