Rated PvP MMR feels broken (Please help)

For the last few seasons (more or less starting back in Shadowlands), the pvp community has seen some extreme ranges in the peak ratings they can achieve. Below are some numbers for illustrative purposes.

Shadowlands Season 2:
R1 - 3639 (You needed to attain this rating in order to get the R1 achievement).

Shadowlands Season 4:
R1 - 2981, this is a 650~ point delta, which at the top ranges doesn’t matter very much, but at the lower ratings it does.

Similarly, we have an interesting issue occurring in Blitz & Solo Shuffle.

The current R1 player in Shuffle in the world is rated 2350, meaning even if you’re the best shuffle player in the world right now, you can not get the Elite achievement, or work towards the title at all. Compare this to Blitz where there are 700+ players over the cutoff of 2400 with a peak rating of 2974.

Again, Shuffle highest rated player is 2350. Blitz is 2974.

This has caused more and more people to simply not want to que up Solo Shuffle, or even organized 3v3 to an extent because why would you? You can just queue up BG Blitz and amass an insane amount of MMR after your placement games (there are 20~).

For example, on day 3 I was able to hit 2700+ MMR in Blitz, as were numerous friends of mine, including people who had never even PvPd prior to that season. This has caused a major amount of threads to be posted asking for some clarity about the system and how it works.

TL;DR
If the system is working as intended, and the issue is that people are simply not qing up, that’s fine. If the system is broken, that is also ok. But it would be super helpful to have a blue acknowledge or comment on the current state of affairs so we don’t have two near dead brackets for the entirety of a season. Even a “MMR is working fine, just need more people to q the brackets” would go a long way.
