The gist is, average players will be annoyed by arbitrary restrictions that blizzard is trying to implement to limit more tryhard players. No one wants a week long conduit swapping cooldown because its limiting. Not even in the sense of being “optimal” for all content, but in the sense of wanting to do something and not be able to for no reason other than the game telling you no. Azerite respeccing. It’s the systems in relation to one another. If you want to play multiple specs/roles one will almost certainly be sub-optimal since you cannot switch things around.
Considering you’ve been able to play more than one role optimally for years, it’s a bit agitating that we will suddenly have to have at least two characters of the same class in order to properly kit them out.

Swapping specs is a necessary thing, though (although maybe not for a mage). Otherwise hybrids won’t have role flexibility when building pugs. “This group needs a tank but I’m stuck in Holy until tomorrow” wouldn’t be good.
I would be OK with some of the within-spec choices being stickier than they presently are and people just being expected to use the tools they have, but I think a lot of other people wouldn’t be - just look at all the complaints about Azerite respeccing.
