Given how seldom they post in general. One can’t help but think that people getting the cloak and participating in visions is much lower than they anticipated and they are fishing for some feedback as to why.
45% of people in General Discussion said their cloak is max level.
That’s way higher than I was expecting, given all the threads complaining about how horrific visions were impossibly hard and blizzard needed to add infinite tries so people could practice.
to General Discussion, I don’t give the people on this forum enough credit.

It is weird to have a poll since they could get get the data themselves. 
But it does show that less than 50% of people really working towards getting to lvl 15
Of course they have that data for the general playerbase. I would imagine they did it to gauge the game activity level of people in General Discussion. Which is far higher than I would have imagined.
Unless people changed characters and answered the poll on all of their toons. For all we know, that multi-boxer that everyone complains about in the forum was the only guy who took the poll.
Well, a bunch of the “I don’t have a cloak” people probably aren’t even subscribed to WoW, so… there are major flaws with Blizzard’s new forums on both ends.

The other weird thing is they can easily find out what the breakdown is by looking at their own data… lol

And why do you care so much what level people’s cloaks are?
People aren’t ‘bad’ just because they aren’t pushing the cloak. Or do you actually think they are?
I don’t particularly care what peoples’ cloak levels are, and the only person here who is even remotely suggesting that people who aren’t pushing cloaks are somehow “bad” is you.
Again, none of those say people thought it was “impossibly hard.”

Riiight. I’m someone who thinks horrific visions are the dumbest thing blizz ever introduced. The only reason to push a cloak to max is because you essentially have to in order to remain generally competitive at even a casual level of play.
I have about twenty level 120s. Know how many cloaks I have? Four.And one of them I haven’t touched since getting it.

I remember when they took away reforging because it made gearing “too complicated”. Now with random gem slots and random corruptions it’s a mathematician’s dream. The easy answer is “just sim it” but that wasn’t the point - it’s hypocritical to say “no reforging, loot should just be loot!” and then to implement these systems.

You know they can tell exactly how many players have cloaks and what rank they got so far. They have the data already.
The poll is just for community interaction. Don’t know why people assume ulterior motives and can’t just play along.

Given that the second highest vote after “highest rank” is, “I didn’t bother to get it”, and that they released that weirdly simplistic “guide” on how to get, yeah I’d say it’s not exactly a smash hit.

Fun is a variable the spreadsheet devs can’t equate for. There is a reason BFA has been trash and it’s not due to a lack of different things to do.

Definitely the most underwhelming legendary yet.
Probably to make a point that the forums are not reflective to what their actual data shows and why they don’t really listen to the discussion on the forums. Also points out people don’t know what they want as it just ends up with a tiny percentage of participation into the content. Which is just wasted development time.
