You cannot make this claim. You don’t know what people want. And the weapon choice IS the spec, so your second claim here is invalid.
We’ve already established with patch notes and citations that Threat of Thassarian first was added so players would actually use DW because it sucked so bad. And again, with citations, we showcased the countless buffs that DW got, while 2H stayed in a general homeostasis up until its removal in Legion. You just denied what you were seeing. We have those posts too.

Dual wield’s dps was so spit poor that people (correctly) complained on the forums ad nauseum until ToT was made, because there was no reason to go dual wield. Dude, the specs weren’t black and white back then like they are now. You dipped into each tree for a little bit of everything. Sure, you got the last trait in one tree (usually) but this whole “HURR DURR COMPETE WITH UNHOLY” thing wasn’t a thing.

So I’m more inclined to believe that was a buff intended for PvE, and they did not realize it would affect PvP so they “nerfed” it after a bit. Though I guess technically that would count as a third.
I have no idea what you’re on about as far as there being “more information in that list”. If you have something that for some reason isn’t included in the list, link it.
I should add, if we’re including the hotfix as a nerf, then Obliterate was nerfed twice as well.
I thought that obliterate was nerfed all the time because 2h was so much better than 2h, or are you lying to people?
