Side quests completely random?

I see there have been some topics about which side quests (Fractured Peaks in my case) that have been done or not, but I can’t seem to find any clear answer on whether some side quests are completely random? I am missing a ledger I think which is required for a wooden figure to appear - those are the 2 last (have 33/35 in FP). Does anybody know where I can find this ledger (or for that matter, have a clue what I am rambling about :rofl:) )?

Side quests are fixed and have various triggers. A stationary NPC, a chain of sidequests (complete one to get the next) or an item you gotta pick up.

I got a new one earlier by picking up something that dropped in Onyx NM.

sisdd weqwuests can be a bit doddy depending on the character ur on so you really havew to either looik up a guionde ir expolore EVERYTHIGN which NOBODY wants to do lolol…I say kjust go to ign websi9te or zomething silizeimilar.

i’m missing 3-4 per act.

i guess it’s random drops from kills and or random drops from gathering.

i dont worry about it. if they were important they wouldnt hide :wink:

Thanks, back to killing bandits I see…
I think actually me & my wife found that ledger in the small lake area a little south-east (?) of Kyovoshad on a bandit in our PS4 couch co-op, but on PC I scoured that area about a zillion times already w/o finding it… “Better luck next time”, I guess…

EDIT: A full day of trying to find this ledger without success has me wondering if I am too high level (46) for it to spawn? Also, I would ask Blizzard to not have sidequests be depending on RNG. It is a bad mechanic for such things. Put the items that are needed to solve the sidequests directly on certain monsters or corpses in the game world. Please.
