The item [Stalwart Battlefield Memento] cannot be purchased from MOTHER in the Chamber of the Heart. It is supposed to be purchasable by alts if you already have the rank 3 version on any other character, to unlock the rank 3 Ripple in Space and Reality Shift azerite essences. Instead, the item is locked and says “Learn Rank 3 Ripple in Space on another character to unlock this essence.”
This has been reported countless times, dating back at least to 2021.
I personally have submitted multiple tickets about this and other broken azerite essences over the past 2+ years, and every time I get told to make a bug report, so here I am, tossing another bug report into the void.
This is so annoying. Just for science I tried unlocking a non-pvp rank 3 on another character, and it is also locked to other alts that should be eligible. Such a huge drag on the experience.
I have an outstanding ticket regarding the inability to purchase essences on alts, with a screenshot showing a character with the neck equipped and all the rank 3 / rank 4 essences unlocked on the neck while standing at M.O.T.H.E.R. with the items showing as locked with the ‘must learn rank 3’ text.
Given the linked bug reports, it seems they just don’t care - not like it would take the intern half a day to just remove the stupid locks if they can’t be bothered to fix whatever they broke that prevents the game from recognizing an account that has a character with the rank 3s.

Thanks for reaching out to us about trying to purchase old content azerite powers. I’ve added your report to the list to assist our Quality Assurance team in investigating the matter further. I did check for any steps, tips or tricks to help avoid this in the future and did not find anything that could help on this one other then to try and earn the essence on your character again.
So yeah - we broke something a few years back and can’t be arsed to fix it or provide assistance such as manually removing the locks on the vendor.
Please, please fix this blizzard. Doing the Nazjatar PvP content now is essentially impossible and this is an essential item for speed set enjoyers. There are dozens of us. DOZENS!
Experiencing the same issue. It sucks, but here is the current workaround for it.
An easy Rank 3 Essence to get is the Crucible of Flame from the Investigating the Highlands quest from Kalecgos in the Chamber of the Heart. Your Heart of Azeroth needs to be level 60 to unlock it. As soon as my main learned another rank 3, the Stalwart Battlefield Memento became available to purchase.
