I recently obtained the Rank 3 essence Stalwart Battlefield Memento (Ripple in Space) on my main Tankebear - US Stormrage, but the game is saying I must obtain Rank 3 on another character before I can buy it from MOTHER on any of my alts. I have obviously already logged into my main character who has the Rank 3 version, many times a day, and yet I still cannot buy it on an Alt. I do have the necessary currency to buy it also. Every time I try and buy it from MOTHER, it says item is locked and that I must have it on a main character before I can get for an alt. This is a bug. I have seen many forum posts from others having this same issue.
Exact same problem is happening for me. I contacted blizzard about it, put in a ticket, but all they did was send me link to other support sites, all of which do not help me with this issue. not sure what else to do.
