It makes absolutely no sense that a person with a 486 BIS crafted cloak can come into a normal raid and roll need on a 454 cloak. Or that a person with a 489 M+ 1H can roll need on a 457 1H INT dagger.
I get that the mogs are desireable, but it is a failure of game design on Blizzard’s part that people with gear that high can win rolls on stuff in a normal raid over people who need the gear as actual upgrades.
I’ve tried to avoid posting here with ‘axes to grind’ but this is just stupid. Personal Loot often sucked but it feels a hell of a lot better to just not get an item, over losing an item I need to someone that already has something vastly better.
Dragonflight has emerged as a surprisingly great expansion, but bringing back Group Loot was a massively dumb decision, made by people who either don’t have a clue what it’s like to run in PuGs or don’t care about those of us who do. And it is infuriating.
The failure is that people who want those mogs are forced into doing that. If they just made a higher tier unlock all lower tiers of the same item, that would resolve the problem. But it is important to keep in mind that a higher ilvl doesn’t always mean a lower ilvl items isn’t better.
The only thing insane is the entitlement that comes with this post. Anyone participating has the right to roll. Its not your gear unless you win the roll anyway. Been that way forever
Those players are more restricted now than they were before with personal loot.
I think there are two needs.
Players need gear for power
Players need transmog.
The fact the transmog roll function exists does not address 2. You will only see transmog rolls successful in guild groups 99.9% of the time. So what happens? Players roll need so they have a fair chance at getting transmog.
So now the problem for 1 is that 2 is taking away from it.
Solve the problem for 2 and 1 is automatically solved. Make transmog elections just give transmog and disable need rolls when above Ilvl.
Bring back reforging cause secondary stats still exist and players can never roll need for better secondary itemization.
Now that reforging is back you can cut your loot tables in M+ in half so people don’t have to run the same dungeon 500 times for a trinket or something with the right secondaries.

To my knowledge, the omni token that Fyrakk drops is the only item with no rolling restrictions. If you have a specific item, but of a higher / same ilvl, then I don’t think it will allow you to roll need. This is a good balance. Allows players to roll need for transmog purposes.
The Transmog roll option is really just for guild runs or people who consistently run together. It’s pointless in a pug where everyone will be rolling need, regardless.
Somebody brought up disenchanting and I’m not sure how that impacts your ability to roll need. Does the game still recognize you’ve already received that item, before?
How do they fairly enforce that? Higher ilvl doesn’t always perform better. Of course your example is an extreme, but where exactly do they make the cutoff?
maybe they should just give the loot to whoever has the worst item in that slot. maybe the system could just have you assign the loot in each run you join.
I’m sorry, but if I’m in a group, contribute to the best of my ability the entire fight, and then am able to roll on an item, I’m rolling, no matter what my iLvl in a particular slot might be. Why should my time and effort have no chance of being rewarded?
Assuming nothing that drops would be an upgrade for them, which as others have pointed out isn’t necessarily true depending on the item as some lower ilvl items are actually an upgrade even if you have a higher ilvl item in that slot, what incentive would that person have to have joined the raid? It would literally just be a transmog run.
It’s like when I was the only 2h agility user in a pug and I lost the scythe to a healer monk and he was like “I’ve been grinding this mog for over a month, FINALLY.” I was fine with it, even with it being a 20+ ilvl upgrade. Crying to the monk wouldn’t have done anything, he’s been after that look for over a month and he doesn’t know me.
On the other hand, I have four druids and I’m going after the staff in LFR from Gnarlroot and the staff from Tindral for mog. Until I either win the roll or get it in vault, I will continue to roll on it on my four druids. Sorry, not sorry,
