[Cataclysm] "Exalted Argent Champion of the Alliance" achievement is bugged, daily unlock is not account-wide

The “Exalted Argent Champion of the Alliance” achievement is bugged, as reward it should unlock the Argent Tournament dailies and the vendors on all alliance characters.

WoWHead says only that you’ll get the Crusader title but the in-game description is: “Title Reward: Crusader. Unlocks Crusader dailies at the Argent Tournament.”
(The Title reward works but the daily quest unlock is bugged.)

Having the same issue with the Horde side. I have the crusader title and the achievement says it was completed but I don’t have access to the quartermaster or dailies. I don’t see any person to speak to or any additional quests.
