can confirm the three f2p commanders are back to normal for me! I made sure to log out of the bnet client as well just as a precaution, and no issues as of this point. still bewildered how that could’ve even happened given that purchased commanders retained progress, but shrug
I had the same issue here, commanders were reset to level 5 and all capped, but as of today, it’s been fixed.
Mine is not fixed yet, but I’m optimistic that it will be soon.
I logged out, then logged out of bnet, then restarted my computer. My Raynor, Keri, Artanis are still lvl 5, and unpurchased when I finish a match.

I too am having this issue, as I frustratingly discovered tonight. Raynor and Artanis both capped at 5.
Raynor, Kerrigan, and Artanis all reset to 5. Interestingly, the prestiges for Raynor and Kerrigan were unaffected (I didn’t have any prestiges for Artanis).

Yeah my Artanis is at 5 and not 15 
This issue is not fully resolved. My commanders are still capped. Steps to fix attempted:
- log out/in as instructed
- log out / delete battle.net cache folder / log in
- log out / reboot / log in

Rayner, Kerrigan, and Artanis - The level of these commanders suddenly changed to 5 and fixed. I am writing this because the customer center was recommended to report to the forum. I would appreciate it if you could solve the problem.

Still having issues with commanders being level capped at 5.
I have attempted to log out and back in. Issue remains.
Same here - logged out and back in, closed the game and the client and my Artanis is still lvl 5 (used to be 11).
Capped Commander issue as well.
i got my artanis to prestige 3 and it got capped after that damn bugs
Steps I tried to fix it:
- log out of the game
- delete battle.net cache
- reboot PC
- logged back in
After a few hours checked it back Now Issue is resolved for me! I guess Bliz is fixing the issue by batches thank you so much Bliz support! 
still bugged my artanis is still lvl capped after i got him to prestige 3 a few days ago and yes i tried the log out option and no it does not work i tried it a few minutes ago
mine is not fixed until now
