No, Desperate Measures will only give you a Secret you don’t already have out.
So it simply can not be cast when you have 5 Secrets in play already?

No, I think this will work like all other secret effects. All the secrets that are already in play, would be excluded from a random selection pool. So as long as you have 1 empty secret slot you will get a secret.
Zuljin, a legendary hero card, whiffs if it casts a secret already in play. Why should Desperate Measures be different, if it randomly selects a secret already in play? The chances are slim for this to occur specifically, but this card should not have a safety net.
Because Zuljin does not cast Random secrets. It casts spells that you already played. So Zuljin does not have the luxury of being Random.
And this card would not be an exception. For example take Mad Scientist. His deathrattle is to put a random secret, from your deck, into play. And as part of that “random”, he will never pull a secret that is already in play. There are cards with such safety net in play already, so there should be no surprise here as well.
