The issue is that: on starting page(one where you select character) and in-game in top left corner with avatar - my level shows as 799. At the botton green line(shows exp gained for current level) is full. Prodigy’s Path shows I am well beyond level 830. It is for 2 weeks nows stuck. No paragon points, no anything. Can’t even unlock Inferno 1 - cause I am not 800+ level(that’s a shame).

When youre in game and you open your inventory, if you tap where it shows your level and avatar/picture or whatever you want to call it on the top left corner, it usually pops up text and if you scroll down it should give you the option to unlock inferno.

I’m not receiving any more paragons points to increase levels on my hero. I have restarted the game and even uninstalled it and the issue is still here I can do 10 different missions but wont receive even a single point of paragon.

This is not a bug.
When the player’s hero reaches Paragon 799 the game directs the player to view their hero’s inventory screen and to click on their XP bar (at the top left). Upon doing so, the player is shown the two criteria for unlocking access to the Inferno difficulties, i.e.
Reach Paragon 799 and
Kill Phangwrth on Hell 8
Once these criteria have been met (i.e. you’ve done the raid boss kill and have Paragon 799) the game directs you back to the Inventory screen and to click on your XP bar again. At that point the player is given a short tutorial on the differences between Hell and Inferno difficulties, warned what they’ll lose access to (e.g. you can’t take part in the Hell level Challenge Rift leaderboards any more, you’ll be put into Inferno Battlegrounds / leaderboards, and so on), and asked to confirm that they want to go ahead and convert into Inferno difficulty.
When you confirm that you want to do this, Inferno is unlocked, and your paragon level will go to 800 (or higher if you have a lot of XP saved up).
The game literally holds your hand through this process, tells you exactly where to look, exactly what you need to do, and tells you what’s going to happen and asks you to confirm you want it to happen.
