As this has to do mostly with a game feature I normally wouldn’t move this to the CS Forum but there is a lot if misinformation here that I feel needs correcting which does fall under CS.
No, we don’t. Not for something like this. The entire point of the Vote to Kick system was to give agency to groups so that they could deal with problematic players themselves.
Before this system LFR/LFD griefing could absolutely be reported and if we caught the person griefing (pulling mobs onto the group, being unresponsive, etc…), then we could take action but it has always been a rare time when queue times were low enough where a Game Mater could get to a ticket that quickly.

The Social Contract isn’t new, you have two sections. The first is just an outline of recommended behaviors that will help make the in-game environment better for everyone. The second is an outline of the same policies against language and bad behavior we have always had. Only violating that second section would lead to possible penalties.
You are absolutely correct, there is always room for improvement and feedback on how you would like to see it work differently is always welcome. However, no solution is likely going to be “have Game Masters investigate dungeon/raid griefing”. That just isn’t a feasible solution.
Yes and no. We have always prohibited using inappropriate language/subject matter, that hasn’t changed at all. We have expanded our policies to help combat toxicity now, as that has become an increasing problem in online games over the years.
The penalty structure has gone through several evolutions over the years. We used to have a simple penalty volcano, then for awhile we switched to just silencing for social violations, which would double for each violation with no cap. Now we have a combination of what has come before. In most cases for social penalties you’ll receive a silence for the very first offense. After that it moves to a suspension and that suspension multiplies each time until eventually the account is closed.
To be clear, the penalty is based primarily on the history on the account, so yes, you can receive a 2 week suspension for using profanity, but the duration is because you’ve likely been penalized for a social violation at least 2 previous times.
I believe a lot of people understand the frustration with how the system currently works. It isn’t fun being removed from a group and having to sit out for 30 minutes because that also gave you a debuff.
While I cannot speak for the Game Development teams, it is extremely unlikely that the current system would be removed. While you may see the benefits, the system does a great deal to help prevent griefing in groups, so it is functioning the way it needs to. That doesn’t mean there isn’t room for improvement and if you have feedback/suggestions for that, I would encourage posting that and engaging in productive discussions on what you believe would be a better system. I can say with some certainty that the current system isn’t likely to change without something else to go in its place.
