and then you get a 30 minute debuff that excludes you from queueing again is absurd and just plain bad game design. Blizz, please change this.

It’s intentional design to address extreme behaviour in the past. It is unfortunate that some use it in this way but by all means if you got a proper suggestion Blizz’s all ears.

I believe a lot of people understand the frustration with how the system currently works. It isn’t fun being removed from a group and having to sit out for 30 minutes because that also gave you a debuff.

While I cannot speak for the Game Development teams, it is extremely unlikely that the current system would be removed. While you may see the benefits, the system does a great deal to help prevent griefing in groups, so it is functioning the way it needs to. That doesn’t mean there isn’t room for improvement and if you have feedback/suggestions for that, I would encourage posting that and engaging in productive discussions on what you believe would be a better system. I can say with some certainty that the current system isn’t likely to change without something else to go in its place.
