Try looking through the options again. You may be trying to categorize the issue in a way that would be easily resolved by research. The website GM ticket process does this too, to avoid unnecessary tickets.

You can put a web ticket in from the account page. Pretty sure you can do it from in game as well still. No you won’t have live support it will be more like an email conversation back and forth.
Every ticket I’ve had in the last bit has been answered in 24 hours, even if I did not agree with the answer.
While yes, it pushes you to the knowledge FAQ pages, forums, etc, to make sure you can’t answer the question yourself, there should still be an option to continue with making an open ticket.
I got a ticked up right now for a bugged quest. Their response was like its working as intended we would know if there are bugs but if you check the guide out on wow head it will tell you everything you need to know. If that were the case I wouldn’t be asking for help lol.

OK, well, if you want real help, the CS forums are there. I’m lurking all nite so I’d be glad to help you there. This, unfortunately, isn’t the place for it.
Or, like I said, if you are sure you are right, and that CS just gave you the brush-off, then respond to the ticket, and make your needs known.
In the meantime, it wouldn’t hurt to do ten minutes of independent research. Look up your quest on WoWhead, and see what the community has to say about it. If whatever it is has happened to you, then it’s happened to someone else, and they’ve already complained and had the resolution provided by the community.
Ya I re opened the ticket, went really into detail what I wanted. Basically trying to do the druid feral hidden artifact appearance unlock. You’re supposed to get an emote goto the zone it tells you to goto and you find a statue and click it. Then the next day you are supposed to get another emote follow and click the statue in all 3 zones and eventually an npc shows up in the dreamway and you like /sit in front of him and he gives you the item.
But for me I got the emote the first day and then it’s been now 5 days since I’ve gotten anymore emotes, just trying to figure out if I’m doing it right. And I get hit with the wowhead guide, like no kidding that’s what I have up in the background. The problem is I’m not getting more updates.
Theres like /dump commands you can do to see if you have a statue up or have clicked a statue. So I have the commands telling me I got 2 of the 3 zones completed but the 3rd I don’t have anything for.
So where I’m lost with it is since I’m not getting emotes telling me to go places how will I know to go to the last zone and find the statue and click it. And commenting on the old comments from ages ago isn’t going to help me now. I’m trying to get them to help me to figure it out, but that’s too much to ask for.
After finishing the requirement of reaching artifact research level 4 , you will start to receive an emote in the Emerald Dreamway about a feral screech coming from one of the three portals: Hinterlands, Duskwood, or Feralas . To confirm that you have you have finished the requirement, and will receive the emote, use the first dump command listed below labeled “daily dreamway event roll”. The daily dreamway event rollquest will decide once per day if you will receive an emote, or not.
You are not guaranteed to get the emote on a daily basis. Its RNG. It can be days. I did this myself during Legion on my Druid and it took me a frustratingly amount of time to finish it.
I can tell you from experience, the emotes do not come on consecutive days. I know there is a pervasive idea that they do, but for me and many of my friends, there were tons of days in between the emotes. Plus, something about bowing or emoting to a statue in the area with all the portals. I remember "/sit"ting in front of one.
But, yes, what you will want to do is copy and paste your last post into the CS forums, and name it, “Feral Artifact Appearance Issues” or something to that effect. CS reps and other people will reply. CS reps can also see, generally, if you are missing a step or something.
But, unfortunately, as I said, posting it here in GD is only going to get you limited help, with the added “bonus” of debate unrelated to your issue.
