Khadgar missing from both Dalaran and Broken Isles; I cannot get “Uniting the Isles” quest in order to start the “Champion Lord Darius Crowley” part of Legion Class mount on my warrior. I have done ALL of the TWW intro quests. I have done Breaching the tomb on main characters. NO fixes are working! I’ve read every post about it and nothing works.

I know there has been an issue with starting the Class Hall/Artifact Weapon campaign, but I haven’t seen this one.
This might just need to be reported as a bug, but I can probably poke around a bit if you can switch to another character. Just let me know.

Yes, I’m aware. My original request is still out there (i.e. Needing you to swap to a different character and let me know - while you are actively logged out of that character). 
I should mention, if this is a bug, putting a ticket will not be helpful. They will tell you to submit a bug report.

Okay, so it looks like you recently did Calling of the Council and up through Hiding in the Stacks. It is possible that because you didn’t complete the quest chain that is causing some phasing issues so let’s do this. I left you in front of Archivist Elysiana. Talk to her and say “I want to experience the Siege of Dalaran and summoning of Alodi”.
She should offer you the next quest in the line “City Under Siege”. See if you can do that up through Author! Author!.
Let’s see if that sets everything right.

I’m having this problem as well. Used the 70 boost on a new character, skipped the Legion introduction questline, now I see the “Uniting the Isles” quest on my map but Khadgar isn’t in the Violet Hold. Placing a pin on the quest appears inside Dalaran’s crust, so I’m not sure what’s up.
Edit: I made a macro to target him and found him inside the Chamber of the Guardian. He doesn’t have any quests available for me though, just dialogues about The War Within (finished that campaign).

Well, I was hoping that was the issue but alas, it did not fix it. 
I had such high hopes. I truly appreciate your help with this, though I’m not sure what to do next. My ticket was answered with, “We do not give hints for quests.,” lmao
At this point I think we might need QA to poke around on the issue and report it as a bug. I’ve collected what I can and have passed it on, but I’d recommend posting in the Bug Report as well.
