Look how many posts have been made about shadow oil and nothing being done
The item shadow oil has a 10 second internal cd and frost oil doesnt. The most confusing thing about the Shadow Oil thing is that Frost Oil has no internal cooldown, and Blizzard hasn’t officially put it on the “not a bug” list.
Threads have been made about it and for months we have no answers.
After some testing, it appears as though shadow oil can not proc more than once every 10 seconds.
Frost oil does not have this limitation.
Is this intended? It seems odd that the two items that do this act differently.

@Judgement I just tested shadow oil on my hunter. I first tested to see if it procced with wing clip - and it did.
Then i tested more than 450 auto attacks and wing clips combined. I had only one weapon equipped in my main hand, and nothing in the off-hand.
It procced around 3% of the time.
EVERYONE -> please spam them with bug reports. This sucks.

Shadow oil doesnt indicate any internal cooldown on the item itself like frost oil
Items like Invulnerable mail do indicate this.
Thick obsidian breastplate doesnt have any internal cooldown indicated and it doesnt have limits to how often it should proc.
Therefore why should shadow oil?
Can we get a blue response on this thanks?
Its been 4 months in bug tracker and there is no response.
I and a lot of other paladins have done tests resulting in more than tens of thousands of hits while shadow oil was applied to the weapon. Our tests shows that the proc rate is around 5-10% depending on weapon speed. We later figured out why people...

It both has a 10s internal cooldown AND misses based on spell hit’s 16% miss on bosses.
The miss chance isnt lowering procs, the ICD is, but it does lower how many connect.
The internal cooldown is the issue. The proc rate when off cooldown is fine.
Can we please have Shadow Oil proc rate corrected? This is hurting the game-play of multiple classes and their potential dps.
When will blizzard fix this SIMPLE bug? The proc has an internal cooldown which it SHOULD NOT HAVE, effectively making it a 5% proc rate instead of 15% like it should be.
This has been an issue for the entire classic lifespan so far. ITS A SIMPLE FIX PLEASE FIX THIS
