Some of them, like scanning for botting software, yes. Scanning for a specific game exploit. Hand checking millions of players is not going to be feasible which is why most game companies use anti-cheat software that works like antivirus software to scan for known cheats/exploits. Even those scans are reviewed initially by hand for errors. Not always perfect, but usually pretty solid. However, false positives can happen.

Some, like acting on reports for behavior, are handled completely manually without any software assistance from a scan.

Regardless, if they do identify some factor that all the accounts that are “innocent” have in common, they can scan for that and reverse those. I can only talk about what has been made public over the years and they have talked about before. In the past they have posted statements about false positives and batch un-banning folks.

IF that even applies to this situation I have no idea. I can only talk in generalizations and past history. I can only speculate like the rest of you.
