There is no such thing as being greedy as Toss. Itās called you have to expand then. If a guy all-ins or w/eā¦ you lose. There is no choice involved when your units underpform so drastically.
How well would a 2 base Zerg fare? Probably better than a Toss on 2 base, yet they donāt 2 base.

Tempest is too slow, both in movement and attack sped, to be able to kite anything.

Tempest could be removed or redesigned, and Protoss should get a better Air unit instead that deals much better with corrupters.
Prottoss donāt like this unit, you can see that in many threads, people just got to good at countering it.
We are the point that everyone agrees that air to air Viking is pretty ok, just the aoe spells are very strong

Protoss lategame Air is very weak, but we do not need an aerial supremacy unit.
All Blizzard has to do is:
-Introduce a new upgrade to the Fleet Beacon, that allows Carriers to build Interceptors faster.
-Transform Tempest into Anti-Ground artillery, with 14 range and low rate of fire, that is specialized in dealing with Armoured targets (2 shot a Tank).
Even then the Vikings win, at least most of the time.
To counter ground Vikings, you need 2 Sentries with Guardian shield, or Immortals thrown in the mix.
Archons can do the trick too, though they will get focused and you will lose them, and they are far too expensive to lose to Vikings.
You are right. No amount of buffs will ever fix poor control.

No, because I counter them with Immortals and Void Rays.
I have lost entire expansions to ground Vikings, however, and trying to defend with Stalkers was a bad idea.
Cannons are also not a good counter to them, even with Shield Batteries backing them.
You have to keep some Speed Rays at the ready.

I donāt think I had ever tested pure archons vs vikings. I just did that. It appears if the vikings are next to each other on the ground and do no micro whatsoever, the archons will win.
If there is no splash or you try to focus fire, then the vikings do win. Moreover, something I didnāt realizeā¦ you can micro vikings on the ground pretty easily. I had no idea they were that ānimble.ā If you try to micro your vikings back, at all, they will ANNHILATE archons, too.
The viking is a hero unit man. Void rays are cool, as no one is a bigger fan than me, but that unit still totally relies on the micro of your opponent. A Terran trying to micro or able to micro properly can pretty much kill an infinite army with finite vikingsā¦
