I think Rohana would work best using units from all 4 Factions. She could have the War Council from the Campaign as her unique building and select unit factions from there.
We could even get unique units not usable in the Campaign like Nerazim Adepts, Purifier High Templar/Archons, Tal’darim Zealots, etc.

arcturus mengsk is the first terran commander without scvs. he also seem to have a unique resource. he seem to have a variant of the thor and a battle cruiser, none of which is unlocked from the start.

blizzard do as they please. they own the game.
Owning the game doesn’t make them immune from making weird choices or total stuff ups.

Though it largely depends on the nature of the choices they make, be it good or bad, all actions have consequences.
