This case is not a difference in requirements. The players are both doing the same work; but it is reported as more work for one player over the other. That’s why you have to factor production inflation out to get an accurate grasp of each player’s APM.

No rule holds in “all scenarios”, rules are conditional by their very nature.
Production-based APM inflation is irrelevant and needs to be factored out when two players are using different factions or playstyles. This is explicitly because the different compositions will generate different amounts of APM inflation for similar strength/cost/supply armies; and this APM inflation is independent of player skill.
When two players are using or aiming for the same composition (I explicitly mean the same composition, since choosing a Hellion over two Marines is a compositional difference that will produce different amounts of APM), then the difference in APM may be relevant because it signifies an actual difference in macro between the players.
