It sounds like what they are doing right now is adding extra Hadoop database clusters, but they need to copy the data of an entire server node to do it. Which is limited by the read-write speeds.
All they need is time for those new servers to spin up.

They should permanently shut OW2 down, bring back OW1 and work on a proper sequel and treat it with the respect, love and care it deserves.
So players can actually get excited for a sequel announcement, instead of raise eyebrows and ask themselves; “Just why?”
I think charging money like that to join the bad servers would encounter legal troubles.
