I’ve had an identical issue with low gpu usage. I’ve had fps dips all the way to 80 for moments in big fights with my rtx 3070 and Ryzen 5 3600. Meanwhile the gpu is sitting at at most 60% usage and my CPU usage on any given core doesn’t go above 50-60%. My game runs at the fps limit of 400 on empty maps, and just adding players cuts it down to 250. (copied this response from the other thread)

The dropping of GPU workload as map size and player count increases makes it seem like a cpu bottlenecking issue, but I don’t think it should bottleneck this hard. It’s not consistent with my past experience in Overwatch that framerates vary by this much. Maybe the cpu isn’t being fully utilized, but I haven’t payed enough attention to cpu usage for Overwatch in the past to confirm something actually changed.
Shouldn’t it be able to reach 100% usage on at least one of the virtual cores Overwatch uses in a cpu-bound scenario?
