Yes. If the game isn’t being played like OWL, then it isn’t Competitive. The Competitive mode that the playerbase is given is very much a casual version, BECAUSE you can play heroes outside of the meta.
His hook is on an 8 second CD. That’s a long time in a game like OW.
And using Take a Breather in certain situations is actually a detriment, with the amount of ult charge you’ll be feeding.
And if he’s that OP, why is he picked so little according to Overbuff?

forcing people to play “the meta” cant work.
But she had the worst pickrates, and was only picked in a niech, you are grasping for straws here.
Her pickrate overall was 1/6th that of Brigittes. And Brigitte competed with her for win rate. There was a reason Sym was reworked even though she had that high win rate.

If they want the game to be truly competitive, then of course it can work. Maybe one-tricks wouldn’t get banned for playing a hero.
