Why does HOTS update every time after I close the game?

They did acknowledge that they are aware of the issue and are “actively working on it” 3 days ago.

Hey all, Checking in here. Our Heroes of the Storm team continues to investigate this problem and is actively working on testing fixes behind the scenes. Hopefully we will see some improvement relatively soon. As always we’ll provide updates here as we have more info.

Now, what exactly “actively working on” means is anyone’s guess.
