Currently we don’t have a lot of single target long range assassins, and still their range isn’t that much greater than a lot of the other ranged assassins. I believe we should have a new hero who fits the given description, and I would argue that it should be widowmaker from OW.
Here is how i think she should work in the game. I have tried to make feel the same as she does in OW, while giving her, her own unique thing. (There is just the problem of Nova having a set of Widowmaker skins…)

Trait: Take Aim
Activate to generate 40 energi per second and reduce movement speed by 50%. While active Venom Mine and Grappling Hook can’t be used, and you can can’t use basic attacks. All energy is consumed upon deactivation.
(Q) Snipe 0,5 seconds
Consume all energy and deal 25 damage to the first enemy hit. This damage is increased by 10% for each point of energy consumed.
Can only be used while Take Aim is active.
(To reference, this would have about 50% longer range than Novas Snipe, maybe a bit less.)
(W) Venom Mine 12 seconds
Launch a Venom Mine to a target location that explodes when an enemy gets near it, causing all nearby enemies to take 120 damage over 5 seconds, and revealing them for the duration. Venom Mines have 1 health and explode when they are destroyed.
Only 1 Venom Mine can be active at a time.
(E) Grappling Hook 10 seconds
Widowmaker fires a Grappling Hook to a location, pulling herself to the targeted spot. If there is more than one piece of terrain on the way, it collides and becomes the new targeted location.
(R ) Infra-Sight 100 seconds
Reveal all enemies and increase the range of all abilities while Take Aim is active by 50% for 12 seconds.
(R ) Widow’s Kiss 60 seconds
Make the next Snipe untalented, but cause the target to take additional damage equal to 100% of their maximum health over 10 seconds, if it is a hero.
Talents:
Level 1:

(Q) Headshot: Hitting a stunned or rooted target with Snipe causes them to take damage as if it had consumed 40 more energy.

(W!) Spiders Bite: Hitting an enemy hero that is affected by Venom Mine with Snipe permanently increases maximum energy by 1, up to 25.
Reward: After gaining 15 extra energy, Snipe now resets the duration of Venom Mine on the targets.
Reward: After gaining 25 extra energy, energy is increased by an additional 15.
- (Trait) Assassins Pride: While an enemy hero is affected by Venom Mine and Take Aim is active, you gain 25% more energy per second.
Level 4:
- (W!) Blinding Shot: While Take aim is active, Venom mine is replaced by Blinding Shot. Blinding Shot consumes 50 energy upon activation, and makes the next Snipe blind the target for 4 seconds. Blinding Shot has a cooldown of 15 seconds.
Reward: After blinding heroes for a total 30 seconds, Blinding Shot now blinds the target for 2 additional seconds if it is hit by Snipe before the blind ends.
Reward: After blinding heroes for a total of 90 seconds, blinding shot also silences heroes for 3 seconds.
- (W!) Concussive Shot: While Take aim is active, Venom mine is replaced by Concussive Shot. Concussive Shot consumes 30 energy upon activation, and makes the next Snipe push the target back a short distance, and slow it by 50% for 2 seconds. Concussive Shot has a cooldown of 12 seconds.
Reward: After hitting 15 heroes with Concussive Shot, it explodes upon impact, dealing 50% damage do nearby enemies, and slowing them by 25% for 2 seconds.
Reward: After hitting 25 heroes with Concussive Shot, its slow duration is increased by 2 seconds, and it stuns the primary target for 1 second.
- (W!) Piercing Shot: While Take aim is active, Venom mine is replaced by Piercing Shot. Piercing Shot consumes 40 energy upon activation, and makes the next Snipe pierce the first target, hitting up to 2 additional targets. Piercing shot has a 15 seconds cooldown
Reward: After hitting 2 or more heroes with a single Snipe 5 times, reduce the cooldown of Piercing shot by 3 seconds.
Reward: After hitting 2 or more heroes with a single Snipe 15 times, Piercing shot can now piece all enemies in the way.
Level 7:

(W) Arachnophobia: Venom Mine now holds up to 3 charges, and 3 Venom Mines can be active at a time, but its cooldown is increased by 2 seconds.

(E) Quick escape: Hitting an enemy hero with Snipe reduces the cooldown of Grappling Hook by 1,5 seconds. Additionally Grappling Hooks range is increased by 20%.

(Trait) Retreat: Deactivating Take Aim after hitting an enemy hero with Snipe grants Widowmaker 30% extra movement speed, which decays over 4 seconds. While this is active, Widowmaker can use basic attacks while moving.

(Q) Spiders Pray: Hitting an enemy hero with Snipe deals an additional amount of damage equal to 8% of their maximum health.

(W) Deadly Dosages: Venom Mines now deals bonus damage to heroes equal to 10% of their maximum health over its duration.

(Trait) Arachnid Reflexes: When activating or deactivating Take Aim, Widowmaker instantly rolls a short distance. When doing so, Widowmaker drops a Venom Mine at her location, which doesn’t count against her number of active Venom Mines, but she can only have 1 active at a time from this trait.
Level 16:

(Q) Spiders Trap: While Take Aim isn’t active, Snipe is replaced by Web, which has a 25 seconds cooldown. When activated, Widowmaker throws a sticky Web i a direction, rooting the first enemy hit for 5 seconds.

(W) Dissolve Fortitude: Whenever Widowmaker hits a target affected by Venom Mine with a basic attack, the duration is reset, and their armor is reduced by 1, increasing damage they take by 1 percent, stacking up to 30 times.

(Trait) Patience: While at maximum energy, Widowmakers maximum energy increases by 2 each second, up to 60. This lasts until Take Aim is deactivated.
Level 20:

(R ) Widow’s Heart: While Infra-Sight is active, Gain 2 Charges of Widow’s Kiss.

(R ) Magnifique: Widow’s Kiss no longer makes the use of Snipe untalented, and if it hits a hero, it instantly deals bonus damage to the primary target equal to 25% of their current health.

(E) Keeping The Distance: Grappling Hook can be activated while Take Aim is active, it makes Widowmaker unstoppable while traveling, and its cooldown is reduced by 4 seconds.
