you need trust level 3 to post images

What do I have to do to be confidence level 3? I review my profile and I find that I am at a âregularâ level but I donât know what it means.
âRegularâ means tl3.
Trust Level 3 for images but you can post links to the image location without Trust Level 3 by clicking the </> blue icon as youâre writing down a comment itâll appear like this Preformatted text post the link in middle after deleting the Performatted text without removing the ` on the sides and done!

Anchors donât work outside of the topics as far as I know even though anchoring literally should redirect the user to that section of the webpage, so that link is literally useless and doesnât work at all.

The idea is that if they look at the first link i posted, for the topic, the second would indicate that thereâs something else that can help guide their attention so they donât seem overwhelmed by the whole of the guide. So not âliterallyâ useless 
Then again, the sort of people that would know the connection between the two would probably have read a stickied topic in the first place 
I understand that but Anchor links just donât work here for some unknown reason if the link was literally anchored for example:
This should take me to a section about Nova, it doesnât.
EDIT:
After some testing around this, yes it should 100% get you there if the forums were loaded, if say you press this link outside of the forums it wonât due it requires to load the webpage

I lost and gained TL3 like 5 times.
The trick is to read boring or trolly forum topics as well. If you ignore them on a weekly basis, you are demoted and canât post pics.
