According to the 28.0 patch notes, everyone is supposed to receive 2 catch up packs. I haven’t gotten any. Is this a mistake? Or do they only appear on November 14th for the release of Badlands? (Before anyone asks, no, they aren’t in my unopened packs with a ribbon like preorder packs would be.

Haven’t gotten mine either.
They are locked until the new expac releases.
