I have exactly the same problem. Maybe we all have 2nd secret account that needs to be connected for the second pack.

in the same boat, they show that i have collected them on twitch but nothing is showing up in game at all for me
Claim button seems to be broken. Yes Bnet is linked to Twitch. I even have the message that packs are available to claim.

Yes, but the company won’t stop their pure unadulterated greed and just give people the packs.
