uncraftable cards such as ETC and the “gift” cards such as “garrosh’s gift” were only given to you however many copies were in the deck, dust was not given for duplicates

Since when has dust been given for uncraftable cards? As far as I recall, it has never been the case, not even could you re-roll them (see, for example: Unable to reroll? - #7 by SparkyElf-2852 and below).

I chose the warrior loaner deck and I do not have two copies of garrosh’s gift in my collection. there is nothing i can do to get more copies of the event card.

Ah, you might have been affected by an old bug:

[Added 9/20] [Collection] Players who claim a new/returning player deck that includes only one copy of a Gift card only have that one in their Collection. The team is aware of this issue and expects to fix it in an upcoming patch.

Just in case: have you got two copies of all other ‘gifts’? They’re obtainable if you have a Whizbang pack and go open it.
