I purchased the Premium Battlepass at BP Level 58. All items from 1-58 are unavailable to claim with the exception of free items and Smoldering Ashes. Items 59-90 are claimed and available to be used. Customer support said to submit a ticket here so that it may be investigated and resolved. If I can figure out how to post screen shots I have a compilation of all season pass tiers, the unlocked items in the wardrobe, etc.
