Huge usage / temp spikes

My GPU is showing huge usage/temp spikes when opening a shopkeep’s menu, inventory, or when viewing a dialogue (non-cinematic) cutscene. I’ve tried everything I can think of. FPS Capped to 120 in NVDIA setting. Reflex off. Different shadow and shader effects turned down. Nothing seems to resolve this issue, only mitigate it and stop the temps from reaching critical levels.

This is the only game I have encountered that spikes this badly during mundane tasks. Not even release New World was this bad for me.

Case: Corsair Airflow 4000d
MOBO: MSI MAG x570
RAM: 32gb Trident Neo @ 3600Mhz
CPU: Ryzen 7 5800x
GPU: EVGA 3080 FTW3 Ultra
PSU: Corsair RM850x
SSD: WD Blue SN550 NVMe
