As for the situation in whole - I see that you are 100% convinces that you and your ISP have nothing to do with the issue and that it is our fault. I cannot confirm anything at the moment, but it is your right to believe so. You might be right and there is some issue under our radar. I think that the best option here would be for you to report it via our forums: https://us.forums.blizzard.com/en/wow/c/support/technical-support/15 as this is how such issues are being monitored as other players could contribute.
I know that this is not something you would like to hear but I hope that you could understand this and accept that. Moving on can be hard, especially after a big loss that comes with disappointment, anger, and other confusing feelings but it also comes with peace.

If you would like, we can put a note on the account to freeze the game time and reimburse unused gametime when you contact us back. However, the minimum amount of time is 30 days so you would need to stop playing for 30 days in order for us to reimburse 30 days of game time.
If you would like to do this, please stop playing until this is resolved and after 30 days reply to this ticket letting us know you are ready to play again. You can keep an eye on the forums for updates on when this is resolved:

Você pode tentar uma VPN se desejar, alguns jogadores tiveram algum sucesso com isso. Observe que não ajudamos na configuração nem na escolha de um para usar. Game Master Ixzal here and I understand that this is an upsetting situation. It’'s never fun to miss out on game play and feel like you are behind other players. However, this is a widespread issue affecting many other players, so you aren’t alone. This is impacting everyone.
With that said, we simply can not reimburse a few days of game time due to latency or disconnects. The best option is to try testing a free VPN service which seems to help other players.
