no but you only join if your grouped that is forming a raid in the bg get in therefore forming a raid IN the bg

But no one is forming a raid in non raid content.

Players are communicating the status of their queue.

The system places groups in the same instance.

The system forms raid groups around them.

Their preferred game mode is to move goal posts.

And they addressed it. In 2012. The system has been in place for at least 10 years now. No changes have been made to the system in at least 8 of those years.

They made changes to the algorithm in BFA.

Yes. They must be random groups. The system decides where to place the groups. The system forms the raid. No one outside of the system is able to make the system form a raid around them.
