i could see 100-0 being more likely as all the players on the “30” side would have to put faith in others on the “70” side to xfer factions. What they’d probably do instead is think okay i can finally faction xfer and get the “Heel off my neck” so to speak.
Not only are you many months late into wrath with this, but you have it totally backwards. It should be race change, not faction change. I hope you weren’t expecting gratitude with this. There won’t be much revenue from it either, given how late it is and being seemingly randomly dropped in with no prior word when it was coming.

Faction changes are the last nail in the coffin for classic server balance. Classic WoW is over in a year. Time to milk those utters dry.

Classic is literally built on retails infrastructure.
There’s been so many bugs since Classic launched of things behaving the way the ly do in Retail and not how they did in Classic. Doubt Race changes is something they have to figure out.
I don’t play classic, but unless they changed it drastically over the original why would you want to. Every man for himself was a pretty bada$$ racial during wrath.
