When did WoW allow name changes?
October 2007
The Character name change service (called just “Name Change” by Blizzard or “Paid Character Name Change”) was introduced in late October 2007 and is part of Character Services support. It allows a player to make a one-time change to the name of a player character for a one time fee of US$10 or €8 (£6).
They dont stop the person from doing it again to others. It just stops you from joining with them again. The LFD feature penalizes the perpetrator so thay they are unable to group with anyone again while they have the debuff.
One does nothing to the perp and one actively penalizes them.
Its a shame there isnt a programmer in the world who can figure out how to make the debuff apply to dungeon kicks too. Maybe one day humanity will achieve this level of mastery in computer science.
The point is that those elements should be regulated by human beings, not an automated system. All of those little elements contribute to the overall tapestry of the social framework in WoW prior to the RDF.

The only way a blacklist doesnt work is if you are ignorant of the existence of the blacklist.
And with no name changes in classic, the black list is even more effective than it was in wotlk.
Spamming in /4 and /2 for 3 hours isn’t social interaction I’m sorry then finally finding a group and having it disband when the healer or tank DC’s isn’t social interaction you guys got what you wanted keeping wow classic and bc as it was we should get what we want for supporting 2 expansions we weren’t interested in in hopes that we would get the one we wanted…when they do this watch how fast they bleed subs after the initial push to 80…
My point is the debuff can be changed to apply to kicks. The whole feature can be tweaked to remedy the “issues” you guys keep bringing up with jerks being unpunished.

They made changes to those as well. So again, you are wrong.
For now they are until they flip flop when they start bleeding subs after the intitial push to 80… I’d say within 2 months it will be added in to bring players back like it or not rdf didn’t kill the community the community killed the community the vocal minority are the only ones wanting this…

Who says it’s meant to be social interaction? It’s simply supposed to test your logistics and group-making skills.
Also it doesn’t take 3 hours for any awake person to make a group.
Guild banks wasnt in at launch, and was added in a phase that didnt corospond properly to when it was actually added.
That was a change.
Arena rating to pvp gear requirements was changed.
Arena starting rating was changed.
The list goes on for how core features got changed.
