Report players as you see things happening! Not sure anything can be done about que syncing, it has been happening since BC. I know I played with a group who did that with AV back in BC.
Nothing fancy, call in voice chat 5 , 4 ,3 ,2 ,1 que. Either it works or it doesn’t. Not sure it is against any rules. Plus to block it would spike que times

Neither of which list every single thing that can be allowed or disallowed. They would be a novel’s worth of reading and then some if they even tried. They give broad strokes, allowing for some room when players get creative with rule dodging.

You are one voice, only speaking for yourself. Blizzard has not now, nor ever, taken into consideration that one person who thinks they’re speaking for any other player or faction.
I can appreciate that you want to understand the nuances of things, but you’re not going to get a cut-and-dry list of everything that is within the rules and what isn’t. These are things that have been brought here time and time again.
