Not until you take account the different embellishments (for example I have the Witherrot Tome, not many other priests run that.) Include more embellishments too and balance them all to be on par with each other.
Some classes also play better with different stats and have a much more noticeable difference than other classes/specs. Blizzard should make secondary stats matter more in build diversity, such as how higher crit for spells such as Chaos Bolt just make Chaos Bolt hit harder, or how more haste reduces the cooldown of spells like Mind Blast or PW:S. They need to implement more of those into every class and crank it up more.
I’m just saying players usually gravitate towards the same set of gear. It’s basically a template that you put on yourself as you become fully geared.
They could have added a few personalization knobs for more haste or different embellishments.
I mean I guess? If that’s how you want to view it sure, all gear is technically borrowed power too. 
Only difference is with said gear that you call a template is it gives players who play an MMORPG for the progression aspect something to look forward to. As I said before, they should just scale those who have terrible gear to a minimum ilvl ceiling so that they aren’t demolished in one hit while also giving them something to work towards.

Simply put wow is an RPG, and gear progression is a core principle of RPG game design. In short, numbers going up feels good and is something many (most?) RPG players enjoy. What you’re advocating for is for wow to become a MOBA, which is not the genre that it is. I mean it’s okay if you want wow to be a MOBA, but a lot of people like it as a RPG
