In all of these cases the Souls are part Death and part something else.
The Dead are beings tied to Death and thus are Death Elementals. Azeroth’s Races are more tied to Arcane, Elements, Light, Void or Life than they are to Death which is why the Souls usually linger in Azeroth rather than go to the Arbiter.
This all makes one wonder what is the nature of all those worlds tied to Death… How did these worlds get in contact with the Shadowlands? They have greater ties to the place than Azeroth it seems!
