There’s more than 10 elves. There are hundreds affiliated with the alliance. Low birth rates be damned, eventually they would get there. The whole point is that they are trying to start their own civilization that is separated from the horde and the blood elves. You don’t need to already be in that stage of them having their civilization for them to be playable (See Void elves)
In thousands of years high elves won’t exist. They are a minority in humans without their own lands. They are effectively condemned to be slowly integrated into the human population until eventually humans will be absolutely shocked to find out they got 1% high elf on their Ancestry DNA testm

What civilization building is there? The same hunting lodge with a dozen guards in the Hinterlands, and a neutral population happy to be divorced from conflict living in Dalaran?

Well, anything in the future is headcanon, because nobody can say what the future may hold. We don’t know what will happen in a thousand years time, maybe there will more more High Elves, maybe they all died off. We really don’t know.
There’s just many in the background. They are there, just storywise they haven’t been fleshed out. But you see them stationed in 7th legion armies and some resting in their own camp. And yeah, the silver covenant aren’t exactly what I’d call neutral. You all like to throw that around but if the alliance came calling they would absolutely fight for them. They have before even when Dalaran was Neutral. They with Jaina staged a coup in Dalaran to go and kill the blood elves residing there. This was before Jaina became the leader of the Kirin tor. In fact, this coup she appointed herself leader of the kirin tor after taking dalaran. So, Dalaran was neutral, but the silver covenant proved they are not neutral.
