I still don’t see anything where you have to find the item again. I am only seeing as you push higher tiers you get higher tier crests to further upgrade items into those tiers.
Most items can be upgraded between four and seven times; for example, if you get an item on the Adventurer upgrade track, it can go as high as Adventurer 8/8, which is item level 411. If you want to go higher? You’ll need to go get a Veteran item which can be found in a Raid Finder instance or in equal-level content. These upgrade tracks are labels placed on item levels, but if you’ve been following the way item levels are set up in previous seasons, you’ll recognize some things: Veteran items are found in the Raid Finder item level range. Champion items come from Normal raids (and anything else that gave gear in the same item level range), etc. These upgrade tracks and levels will be on the tooltip for each piece of gear, so you know just how powerful your equipment can get. And, of course, Mythic gear is truly Mythic; once you’re in that item level band, you can’t upgrade further.
So if that is related to the raid. Then it is basically what we have now except you can upgrade your gear up towards the next tier.
It’s based on item level, the raid was just used as an example. Once you hit a certain item level, you have to find the same item at another bracket to upgrade further.

I don’t think you read that novel very closely. This is for season 2 only for now. Everyone will be zero’d out and starting over in season 3 if they carry it over.
With the various difficulties in the game, this is one of the only ways to do it. You can’t take a 376 piece of gear and let someone use currency they get from killing rare mobs in Waking Shores to upgrade it to ilvl 421 or something. That makes no sense.
You would still have people complaining on different sides about “the grind” or “the cap” or whatever. If you have no cap, people think its a grind, if you have no grind, there’s a cap. You getting this?
You still have to do meaningful work to get meaningful rewards. The game will always be like that.
This is what we have now and in my opinion it’s bad because it lets people get 415 ilvl bis gear by running M+2 ad nauseum. Never facing any sort of challenging content. It’s not a good system at all. When you max out your ilvl upgrades it should mean that you’ve at least completed some content which is commensurate to that reward.

You read that correctly. It’s possible (even likely for those that do a lot of runs in the same key range before jumping to a higher key range), that you need to re-grind a lucky BiS drop because it happened before you were getting Hero 1/5 category drops. That feels bad compared to the single 1/13 category we have now.
The counterpoint I’ve read is that replacing the single 1/13 category with multiple categories solves the issue of very well-geared players spamming +2s to fish for a BiS and then immediately upgrade it to max ilvl. Blizz clearly sees this issue as high priority to have drafted the multiple categories they previewed for 10.1. I don’t agree, as I’m more likely to run +16s to fill my vault and at least get a concentrated primal focus rather than +2s hoping for a BiS drop. However, Blizz must see the degenerate case often enough that the want to address it, and this new upgrade system does fix that problem.
If they’ve doing this because degenerate gameplay is possible, but not observed in any significant proportion, then it’s devs out of control making complex solutions to problems that don’t exist, and introducing issues that were not present before. This new system will never be looked back on as the feature that retained subs and brought in new/returning subs, because it’s not fun. Is it fun for the long haul, should always be in the design objective of a significant change, but they seem to have lost that guiding principle.
From what i understand theyre consolidating upgrade currencies into one universal thing so wouldnt that be like exactly what you want?
