Garrosh brought knowledge from the horde to update engineering and magics to the maghar orcs. Time passed since he was there and brought some allies. They learned how to be mages from the forsaken/goblins technically. But ogres are also natural mages so who knows. Orcs descend from ogres too.

Remember that spot in the DK start where they’re killing off newly raised DKs because they’re not up to snuff? No gnome would EVER make it more than a few steps before being put down again and your corpse fed to the ghouls.

This is wrong on almost every level possible within WoW’s lore.
The Elementals are from the Elemental Plane. When they are present on Azeroth, they are chaotic, violent, and aggressive. Due to a deficiency in spirit levels on the planet, they are this way. They are not concerned with being in harmony. They are not in a dormat state.
They are chaotic.
They are not part of the nature of Azeroth. They are literally from a different plane of existence.

You seem to have your own headcannon lore. I can’t argue against that, since it doesn’t actually exist.
In LOTR Orcs had Mages. And in DnD Half-Orcs have always been able to be Mages, the only classes limited in the past were ones that specified specific Races ie AD&D Race Class Kits, and Paladins which were Humans and Saurians only. (Note one of the lesser-known campaign settings for 2nd ed D&D had Humanoid Dinosaurs, the Triceratops could be Paladins. You can’t find the setting online, I looked, I wish I still had the book. Ugh it was great.)
But on target, Orcs technically have never been a Player Race in D&D not really (You could, even in 2nd, but it was using rules in the Monster manual that allowed for Humoid Monsters to be played, they themselves were never an actual player race, only a race that could be played. However, in 3rd they included Half-Orcs in the Players Handbook. They have never been locked out of any class, and I’ve personally had a Half-Orc Mage. I also played an Orc Mage in the MMO LOTR when it came out over 10 years ago. So yeah, you are not actually making any sense with that bit of prejudice.
Half orcs are also half of another race they are no longer pure bloods so they become more of a mixture
Half orcs were made Half so as to avoid the +4 in bonuses. That is all. It was Game Mechanics not lore.

Draenei monks don’t make sense to me. Even less so culturally then rogues, when the reason for no rogues is because it would be out of character for a Draenei. A Draenei drunk that punches things and channels their inner chi… the monks in Draenei culture were a different picture in my mind before monks as a class was created.
Look up the five elements in pegan culture what I’m saying is pure fact based on history and line ups
