It was everyone else, she just takes credit for it because she decides to show up once in a while, Sylvanas has done nothing this entire expansion.
Military leaders rarely take the field themselves. It’s a great lie media likes to promote.
In truth, military leaders often sit behind closed doors and let the grunts die and do the work.
I would say both those points were because of “plot”. The second had nothing to do with anything other than writers providing a “plot”.
Its not like Sylvanas actually was a Real life banshee and made an actual war and took those areas by force. A Sylvanas fanboy wrote a plot to have her take over the northern 1/3 of EK.
There’s small military outposts near the possible docking shores… sure not enough to actually defend but the Horde should be mobile enough to get there before the Alliance can dock (and spying on naval movement shouldn’t be too difficult for anyone).
Tirisfal also has a narrow chokepoint to enter Lordaeron proper so not only do the Alliance now have to ship their siege weapons instead of traveling by land through the Thandol Span, they still have a choke point to deal with.
In modern day sure, doesn’t seem to be the case in the warcraft universe.

Yeah they heard the horn but that doesn’t mean they understood why they retreated. Tension between the two factions has always been high, and the fact the horde didn’t say anything after words made things a little more suspicious.
Sylvanas’ greatest accomplishment is how she became plot armor to introduce us to Death and The Hungering Darkness she now serves. Her story is simply a set up for the Shadowlands expansion.
unless of course they teleport (or if you wanna argue how rare teleporting is in WoW) Alliance has flying ships (Jainas or like the ones in Wrath onward) and spaceships. Or you know, flying griffons or various other mounts.
Heck, Anduin could just go to the Blizzard store and outfit his army

Sylvanas was the driving force behind everybody gathering more allies.
She also saved Zul the Prophet in that process, one of the most Well known doomsayers and old god worshipers on Azeroth.
And immediatley after he was Released, he began his plans to free G’huun and My’thraxx.
Only because she unnecessarily started a war during peacetime, and then blew up their capitol.
I really think you should stop trying to justify the actions of someone who literally said she intends to feed the innocent to the hungering darkness below.

Thats more of an opinion than anything else. She needed to approve all actions and direct people on what to do. Then she needed to seal the deal with each arrangement.
I mean they were a package deal. At that time I doubt that Talanji would want Zul to be kept in Alliance cages and would object to leaving without him. Its not like there was room for negotiations there. The plan was to save talanji and get out asap. And they executed the plan perfectly. Plus Zul was fundamental in their escape by having the foresight of starting a fire which causes the alliance to retreat from the fight.
She already indicated that she intended to Siege Stormwind. She already indicated that there would be shifts in the world power and land structure via her pursuit. This was all discussed in detail in the A Good War Novella. This was a part of her plan.
Its a lot of shoulda woulda coulda, but politically it would be a lot better if Sylvanas made contact first
Thing is Sylvanas does not believe in diplomacy with Genn Greymane, the shadow king of the alliance. Its totally out of her character to do so. I think Anduin and Genn realize this.
