It’s almost like there shouldn’t be any penalty to leaving a group, and that the ideas people put to punish people who leave a group have been universally worse than the current systems, you mean.
If you find yourself having so many emergencies of the type that you’re consistently back to playing within the limit of a 15 minute penalty then I’d have to say you aren’t having actual emergencies.
“I should be punished for having an emergency?!?!?!” No. And by the time you’ve got it sorted your 15 minute debuff will be gone. Resulting in 0 punishment for having an emergency.
But some people advocate for multiple hours or days for a penalty.
Sure, a 15 min debuff won’t do much, but how does it make the game more fun for people involved were it to exist?

An emergency could very well be something that can resolve in under 15 minutes.

What benefit does this 15 minute lockout have for the game? Just because you are saying “oh it’s short enough it wouldn’t come up in an emergency” doesn’t make it worth having. So far, the only change is that it would encourage afking in the background and doing something else, not a single actually good change has been pointed out from such a thing being implemented.

And I once had to drive dad to the hospital cuz of a kidney stone while I was tanking a key in Legion. No I would not have minded a penalty under the circumstances. Other stuff to worry about. lol
Cool, so now when someone is a hard carry you encourage people to say “kick that guy” and afk in the back until someone else eats the debuff. The key is still bricked, nobody has benefitted, but now you have a situation that encourages bad behavior, to say nothing for higher level keys where people will fail multiple times and have relatively low success rates as they attempt to push the highest levels.

I believe it would deter certain people from trying to join to begin with, which would be a benefit to the community as a whole.

Your idea to penalize people playing the game is trash. Your idea would encourage people to behave poorly to encourage someone else to eat the penalties, it would penalize people who are pushing high keys and only aiming for higher io, and has 0 benefits.

Probably stop people from leaving in the event that they had an “emergency” like answering the door for doordash.
So they remain in group, go sort out their doordash, and alt tab to watch videos on youtube.
