My opinion of leaver penalties hasn’t changed from when I was active.
That’s a vast oversimplification. But the reality is that some people don’t belong in certain key levels. And it doesn’t sound fun to me to be forced to suffer with those people as we wipe over and over again.
I used the words I meant, you’re the one who reduced that down to winning and losing. “Losing” was your word, not mine.
There is carrying happening at every level of every game. It will feel just as miserable being trapped in a 6 as it does a 16. The fact that you seem to think that this situation doesn’t matter below some arbitrary level you made up is quite arrogant.
Sure, but I think you’ll find quite a few other people would share this sentiment. I truly think that if Blizzard introduced the penalties you want, PUGing would have a significant reduction in participation.
Why do people keep perpetuating this myth?
If you want to leave a key, leave.
You’ll just be punished for it. Same as any other competitive game in existence (including Blizzard’s own games).

I would call the way you described it as you losing, yes, that is my wording of that outcome.
If a group is clearing +16s, no one is getting carried, or if they are, they are paying professionals to do it.
Deciding to not carry someone isn’t rage quitting.
Literally and factually incorrect, there is no punishment for leaving a premade group in any activity and no indication that Blizzard would implement one, as that would be a dumb idea. As people so often repeat this, show me the game where there are penalties to leaving non-matchmade PvE activities.
It is when in a fit of anger you tell everyone in the group what you think of them, and promptly hearth.
I seen people troll/“dc” on the second the key starts even at the very end boss. Than makes the key failed just for the fun of it. Theres should be a way to report the player and makes them unable to join a key for an amount of time. This is been happening though 2+ all up to 12+s its an real problem for everyone.

I have no idea what this means. How does a key start at the very end boss? Do you mean they leave when it becomes apparent that there is no benefit to completing the key and it is depleted?
You can report someone who you believe violated the rules, though the threads posted here make it clear that is very seldom the case, and even then is nearly-always an inappropriate communication violation and not a gameplay sabotage violation. That said, no, automated reports should not restrict someone’s ability to play the game without manual review and the fact you think this would be a good idea is just another example of folks who have put 0 thought into something thinking they found a better solution than what currently exists.

Yea, I’m not surprised you haven’t seen said behavior. Not exactly putting yourself in a stressful spot.
Generally speaking if they were having a real “emergency” then by the time things were settled they wouldn’t have a debuff anymore anyhow.
How many emergencies do you have in a day in which you’re able to immediately go back to playing after leaving to solve them?
It’s almost like any reason to leave would constitute an emergency to people that keep repeating this.
