Vortex Pinnacle Summon Bug

This problem. Here. It is still alive and kicking as I witessed it first hand a few times yesterday.

Vortex pinnacle summoning requirement

Everytime I accept a summon from the summoning stone outside vortex pinnacle it tells me i dont have the requirement. What is going on??? I keep getting this https://i.imgur.com/VkpiXiC.png
