Yes, because not everyone has infinite time to play.
I commute four hours a day, a full time job and chores to do at home.
Playing a game is for free time.
If I can barely get two delves in along with other in game things I want to do, and you have added one more chore to the pile, if time is short, it is better to do no delves at all, except for toons I am trying to get to 80.
Or not play at all, if I am not going to have the time.
I’ve basically been ignoring the vault on alts already. Even on my main I find higher-tier delves pretty draining so I can see myself dropping down to doing 6 per week instead of 8.
We’ll see, it’s hard to be sure what sort of mood I’ll be in a month or two from now.
I don’t think this is a good change, but realistically there’s no reason to get 3 vault slots until you’re approaching max gear. I’m doing it now, but only on 1 char, maybe 2.
Early in the season, there’s no way I’m going for 3 slots, and it’s pretty unnecessary.
I suspect this change is for people who have maxed out their chars this season, to make it less likely that people will “finish” the content (get all the gear they want) before season end.
Blizz is like a doctor that throws 10 medications at a patient all at once. I have no confidence that their limited amount of data monitoring would tell them what, if anything, caused a peak or valley in engagement.
I just know that I’m not going to run more delves simply because Blizz lengthened the stick to their carrot. The lengthening here hit the floor so I will fall back to the floor on this one. Three delves instead of four is what I’m looking at so I can consider this to mean more time to do other things whether here or elsewhere.

It’s an endgame pillar, you’re expected to invest time in it. If you can’t do that there’s nothing wrong with settling for 3 delves for a single piece.
It does seem you favor a character, but do have quite a few that are “keeping up” smiliar to myself.
I’ve got a 623, two @ 622, a 620 plus four other 80’s that don’t really compare or “count” because I don’t care at all about their vault slots at all. If we’re just willy nilly increasing the amount of effort it takes to obtain a vault slot, all that does is make it more difficult to get it on multiple characters because one is sucking up way more time than it used to.
Nah but rather than being baited toward 6 I am going to fall back to 3. That’s an hour per week to do other things for me.
Actually it will probably work out to 2 hours per week when key acquisition is taken into account.
If I’m only doing 3 delves I only need to collect 3 keys. So minus at least another 10-15 mins per toon depending upon the options available for getting keys.
